Spectral properties of the Kramers-Fokker-Planck operator with a long-range potential

We use scattering methods to study the spectral properties of the Kramers-Fokker-Planck operator with a long-range potential. We establish the limiting absorption principles outside some exceptional set and study the accumulation of eigenvalues and the decay of eigenfunctions. We also give a definition of quantum resonances when the potential is dilation-analytic.
